There is no universal system of collection and recycling garbage in the country

Throughout the centuries, the residents of the beautiful Caucasus village of Ilisu, in the Gakh region of Azerbaijan, threw household garbage into the nearest canyon or at the foot of the mountain, depending on what is closer to home. Ilisu is located between the canyon, on the bottom of which flows a crystal clear mountain river, and the foot of a high green mountain. In the past, when there were only villagers in the Ilisu, there was not a lot of garbage. But in the last ten years the village has become a resort, seven hotels have been built there and nearby, hundreds of vacationers live in private houses in the summer. Every day tons of domestic garbage are formed. Piles of waste have become noticeable, they stink and are good only for jackals, howling every night at the garbage heaps.

In the city of Gakh, a regional center, household garbage is taken away like in Baku, by a special garbage collection vehicles service. The garbage is covered with earth, to prevent it from flies. In Ilisu and other villages of the region the problem of household garbage threatens the health of local, vacationing citizens and the environment. The same is observed in other Azerbaijani villages. As you know, centralized collection and recycling of garbage is used only in large cities of Azerbaijan.

In June the local municipality of Ilisu announced that on even days of the week at 10 am a truck will pass through the village, and the villagers and holidaymakers should throw their garbage. People were happy, although the method was inconvenient for citizens, because people have to wait for the truck on the road. Why to do so, if in the world garbage is collected in special containers with a cover? The author of this article twice on even days stood waiting for the truck, but it did not come, and people have to throw garbage to the mountain foot, as if nothing has changed in a thousand years in this part of Azerbaijan.

Then, the residents were told in the municipality that there was no money to finance the truck's work, and they did not have their own car with the driver. The only thing that pleased the local elected authorities was that a man was hired who daily walks through the village and collects empty bottles and cans from beer and energy drinks left by the newcomers. Dear Mr. President, garbage is everywhere. Along the roads, almost near every house in the village of Nabran, where this year we rented a house for 10 days to have a rest near the sea. When we asked where to throw household waste the answer was: wherever you want, there is NO centralized export of garbage. This is the cause for the pollution of the Caspian coast.

I understand that you will not keep track of everything, you have more important things to do, one of which, and most important, is the return of your native Karabakh.

The head of the Environmental Policy, Analysis and Assessment Department of Environmental Situation Adil Zeynalov said that the Ministry is aware of the garbage problem in the provinces. They send out warnings and appeals to the local executive authority and the police to prevent environmental pollution, but municipalities do not have the resources to organize this work: purchase of cars, hiring workers, renting territory, etc.

"The Ministry of Economy has prepared a strategy for creating a system for collection and disposal of domestic garbage in the regions, and sent a document to the Cabinet of Ministers that will solve this problem with the help of the World Bank." The project will begin immediately after approval by the Cabinet. "By 2035, Azerbaijan will build 8 modern landfills and 34 points garbage collection, special equipment for recycling will be purchased, workplaces are hired, great work is done to ensure that all domestic garbage from all over the country is exported and utilized in accordance with modern requirements. Now, we agree, the situation is unsatisfactory," he added.
