Operational Headquarters on additional measures to prevent corona virus in Azerbaijan

Baku / 30.03.20 / Turan: As part of measures taken to prevent the spread of coronavirus (COVID-19) in Azerbaijan, people are required to remain in private houses and apartments, for permanent or temporary residence.

People are allowed to leave the house in case of emergency medical care, in the event of an immediate threat to life and health, visiting retail and public services facilities, and disposing of household waste, as well as fulfilling duties in organizations working in special conditions.

In connection with the foregoing, activities in other areas, with the exception of the areas of work and services necessary for the life and work of people, will be suspended from 00:00 on March 31, 2020 to 00:00 on April 20, 2020.

In order to minimize human contact with each other and thus reduce the level of infection, activities in the following areas are prohibited during the declared period:

• On-site customer service in all trading and restaurant establishments, including restaurants, cafes and tea houses (with the exception of supermarkets, grocery stores and pharmacies, home delivery, delivery and online sales);
• Leisure and entertainment facilities;
• Cultural objects, as well as museums, cinema, theaters, sports backsides,
• Hairdressers, beauty salons, massages, baths and cosmetic services (including home services);
• Religious funeral services, except for funerals, as well as funeral services in ceremonial halls, tents and other enclosed spaces;
• Sewing services (including home services);
• Photo studios / photo studios (including home service);
• Cleaning services in individual apartments;
• Customized tutoring and tutoring services (including home-based services in this area).

During this period, it is permitted to continue activities in the following areas, subject to the requirements of the special regime period:

1. Executive authorities and organizations, the list of which is determined by the Cabinet of Ministers of Azerbaijan.

2. In the field of health and social sphere:

• Research and laboratory services
• Services for hospitals, clinics and other medical institutions
• Veterinary services
• Production of medical equipment, drugs and medical devices
• Social services
• Care services for people with mental disabilities and special needs

3. In the field of infrastructure:

• Utilities (sewage and water supply, gas, heating, energy distribution)
• Production and supply of electricity
• Water supply and land reclamation
• Telecommunications and communication services

4. In the field of transport and logistics:

• Cargo transportation by air, sea, rail and road.
• Rail, sea, port and road transport
• Logistic services
• Public transport and taxi services

5. In production 

• Production of the defense industry
• Production of oil equipment and facilities
• Production and supply of food and raw materials, supply, storage and wholesale of food.
• Production of daily care and hygiene products
• Chemical production
• Production and processing of agricultural products, including farm activities.
• Agriculture and harvesting
• Production, processing, storage and sale of oil and gas.
• Transmission of oil and gas through pipelines
• Activities in the metallurgical industry
• Production and repair of construction and household appliances
• Engineering and design services
• Construction and repair of civil and industrial buildings and structures, roads
• Production of packaging products
• Production of stone, metal and wood products
• Furniture manufacturing and repair
• Slaughter of animals

6. Retail and wholesale.

During the quarantine period, preference should be given to the use of electronic commerce by all individuals and organizations.

The list of public and private organizations that will operate under the special regime and mode of operation will be further defined.  -0-
